In 2020 I resourced a colorfast UV protected material that is more fade resistant. And I made mobiles that are for purchase locally at Art Stone Statuary on Tyrone Blvd. in St. Petersburg, FL. I also custom create them, upon request. Two versions: tapered and full.  They both look great, either way the wind blows! Mine free-hangs from a tree limb. Mobiles are lightweight, weather and water proof and are hung from a chain using an "S" hook that is included. They are easily removable but mine stays outside year around. The strands dry quickly after rain and separate on their own. Since I live in Florida, I can't say how the mobile performs in snow or ice. Might want to bring it in and re-hang it in the Springtime.
